Every sculpture in Sector 36-D was a toilet or a washbasin first. Vijay Pal Goel started the project in 1998 and built a whole garden of artworks out of damaged and discarded sanitary ware, the largest collection of its kind anywhere, run as a government museum and called Kala Sagar, ocean of art. The joke is not the point; waste reuse is, and the place was designed from the start to be visited by people who are blind, physically disabled or mentally challenged. Goel took a state award from the Governor of Punjab the same year he began.
