The city's emblem is a hand, and this is it, standing twenty-six metres high in the Capitol Complex. The metal vane structure on top is fourteen metres tall, weighs fifty short tons and was designed by Le Corbusier to rotate in the wind. He meant it as the hand that gives and the hand that takes, peace and prosperity, the unity of mankind, and it is the largest of the many Open Hands he made. Photographs undersell the scale, so stand under it. Since it sits inside the Capitol Complex, fold it into that visit rather than making a trip.
